Gallogly Strategies is a solo advisory practice working at the intersection of government and technology.
Ryan Gallogly is the founder of Gallogly Strategies and a former legislative assistant to U.S. Senator Jack Reed. A native Rhode Islander, he spent nearly a decade in the Senate, ultimately leading the Senator's work on foreign policy, artificial intelligence, technology, homeland security, and economic security issues.
His work sat squarely at the intersection of Congress's core national security and spending processes. His portfolio spanned global geopolitical crises, such as the war in Ukraine and the Israel-Hamas war, the annual National Defense Authorization Act (NDAA) and appropriations processes, and landmark technology policy debates, such as the CHIPS and Science Act and the Senate's AI Insight Forums. Over the course of his Senate career, Ryan worked with ten Senate committees and leadership offices in both parties, including closely with Senator Reed's staff on the Senate Armed Services Committee. That experience gave him a practical understanding of how policy, funding, and regulation are shaped in Washington.
After moving to Silicon Valley, Ryan saw firsthand how often founders and investors underestimate the outsized impact government can have on their businesses. He founded Gallogly Strategies to close that gap, providing government relations, policy advisory, and investor policy diligence services to startups, defense-technology companies, and investors.
Ryan holds a B.A. in economics and political science from the University of Delaware and recently completed his studies for an M.A. in Defense and Strategic Studies from the Naval War College. He lives in the Bay Area.
